Level 2: the car assists, but you are still driving

That means continuous supervision is required: eyes on the road, attention on traffic, hands positioned to retake full manual control instantly if the system disengages or encounters a situation it can't handle. The system is expected to recognize when it's approaching the edge of what it can handle and issue a takeover request with enough lead time for the driver to re-engage and resume manual control. This is often summarized as the "eyes on" versus "eyes off" distinction: Level 2 requires your eyes on the road at all times, while Level 3 is the first level where looking away is a legitimate use of the system rather than a violation of it.
Why that one distinction is so consequential
It's a small-sounding difference — "must supervise" versus "doesn't have to" — but it reshapes nearly everything about how a system needs to be engineered and validated. A Level 2 system can fail in a way a supervising driver catches and corrects instantly, because the driver was already watching. A Level 3 system has to be trustworthy enough that a driver who has genuinely stopped paying attention — reading, looking at a phone, whatever the manufacturer permits — can be reliably summoned back in time to prevent harm. That's a fundamentally harder problem: it requires the system to detect its own limits early, communicate a takeover request clearly, and account for the real time it takes a distracted human to reorient and resume control.
