Why the levels aren’t just a difficulty scale

It’s tempting to read L0–L5 as a simple 0-to-100% scale of how much the car does. The more useful way to think about it is two separate questions: does the system drive (steering and speed), and does the system watch the road and handle problems on its own? A car can control both steering and speed and still be Level 2, because the driver is still the one responsible for watching the road — that single responsibility is what separates Level 2 from Level 3 and above.

Real, named examples help anchor this: adaptive cruise control alone is Level 1; combined steering and speed assistance that still requires constant driver attention (most current production “hands free” highway systems) is Level 2; a defined-domain system where the driver can legitimately look away until prompted is Level 3; and a geofenced robotaxi service with no human onboard is Level 4.
